Summary

The Savjet za građansku kontrolu rada policije (Council for Civilian Control of Police Operations) is established by the Law on Police (Official Gazette 44/2012, as amended 36/2015, 1/2019). Seven members are elected by the Parliament of Montenegro for four-year terms; all must be civilians with no current or recent law-enforcement affiliation. The Council reviews complaints from citizens about police conduct, inspects police premises, accesses relevant case files on a restricted basis (officer personnel records require ministerial approval), and submits annual reports to the Parliament. It issues advisory recommendations to the Police Director and the Minister of Internal Affairs — discipline is imposed by the Police Director, not the Council. Use-of-force incidents are referred to the State Prosecutor, not investigated independently by the Council.

Jurisdiction scope
