Summary
The Police Service Commission (PSC) is the constitutionally established civilian body responsible for the appointment, promotion, and binding discipline (including dismissal) of all Nigeria Police Force (NPF) officers except the Inspector-General of Police. It was established under Section 153 and the Third Schedule (Part I, para. 30) of the 1999 Constitution, and operationalised by the Police Service Commission (Establishment etc.) Act 2001. The Chairman and 7–9 members are appointed by the President subject to Senate confirmation for five-year terms. The Commission may not be directed by any external authority and issues binding disciplinary decisions; however, it does not independently investigate use-of-force incidents, instead relying on internal NPF disciplinary reports. It publishes annual reports.
