Summary

Established under the Police Order 2002, Arts. 86–95, the NPSC comprises twelve members: the Federal Interior Minister chairs ex officio; six parliamentary members are nominated by the National Assembly Speaker (three from treasury, three from opposition); six independent members are recommended by a National Selection Panel headed by the Chief Justice of Pakistan and appointed by the President (Art. 86). At least one member must come from each Province and Islamabad Capital Territory; at least two must be women. Members hold office for the term of the National Assembly (approximately five years) (Art. 93). The President may remove a member for misconduct, criminal conviction, conflict of interest, or activity prejudicial to national integrity (Art. 94). The NPSC reviews policy, evaluates performance of federal LE agencies, and submits an annual report to Parliament (Art. 92(g)); recommendations on transfers and officer accountability are advisory. No subpoena or compel-testimony power is granted in the statute; evidence access is limited to whatever agencies voluntarily submit. The NPSC has historically been dormant for extended periods and is widely regarded as non-functional in practice.
