IGAI
Summary
The IGAI is Portugal's external inspectorate for internal-security forces (PSP, GNR, immigration police). Established originally under DL n.º 227/95 and re-constituted by DL n.º 22/2021, it investigates complaints of abuse, excessive force, and officer misconduct independently of the affected agency's internal affairs. IGAI may open disciplinary inquiries and refer findings to the competent disciplinary authority, but does not itself issue binding sanctions. It publishes annual disciplinary and inspection reports and conducts unannounced inspections. The Inspector-General is appointed by government decree; the body is funded through the Ministry of Internal Administration budget.
