Summary
The Уполномоченный по правам человека (Commissioner for Human Rights / Federal Ombudsman of Russia) is established under Art. 103(1)(d) of the Russian Constitution and Federal Constitutional Law 1-FKZ of 26 February 1997. The Commissioner is appointed by the State Duma for a 5-year term (once renewable). De facto independence is severely constrained; the institution has been used for domestic propaganda since at least 2014 and is not considered credible by international human rights bodies.
