Statens ansvarsnämnd
SAN
Summary
Statens ansvarsnämnd (Government Disciplinary Board for Higher Officials, SAN) examines disciplinary liability, suspension, dismissal, and prosecution referrals for non-ordinary judges, prosecutors, and senior state officials under Lag (1994:260) om offentlig anställning § 34 and Förordning (2007:831). The five-member board is appointed by the government; the chair and vice-chair must be judges. Proceedings are initiated by the employing authority, JO, or JK. SAN's decisions are binding and not subject to ordinary administrative appeal; challenges must proceed through labor courts. SAN's jurisdiction covers prosecutors who are law-enforcement-adjacent officials, but does not extend to rank-and-file police officers (whose discipline is handled internally by the Police Authority).
