Verejný ochranca práv
Summary
The Verejný ochranca práv (Public Defender of Rights) is Slovakia's national ombudsman institution, established under Art. 151a of the Constitution of the Slovak Republic and governed by Act No. 564/2001 Coll. The Defender is elected by the National Council of the Slovak Republic — candidates must be nominated by at least 15 deputies — for a five-year term. An independent body without party affiliation, the Defender investigates complaints by citizens and organizations about maladministration, inactivity, and legal-principle violations by public administration bodies. The Defender has full access to files and premises of public bodies, may make recommendations for remedial action, and can propose legislation to the National Council. Annual reports are submitted to the National Council and made public. The Defender may be recalled by the National Council on specified grounds before the end of their term.
