Summary
Orange County established its Office of Independent Review (OIR) by ordinance in 2008 (OC Code § 1-2-226, Title 1, Div. 2, Art. 18) to monitor the third-largest sheriff's department in California and four other justice agencies. The Board of Supervisors expanded the OIR's powers in 2015 following a series of county scandals. The OIR investigates deaths, serious injuries, and misconduct allegations and makes recommendations to the Board of Supervisors, but does not hold subpoena power and cannot compel testimony. The OIR experienced significant operational gaps during the 2010s and lost its director in November 2025. No civilian board component exists; oversight is exercised through a professional staff office reporting to the Board.
