Summary
The DC Corrections Information Council (CIC) is an independent monitoring body mandated by Congress and the DC Council to inspect and report on conditions of confinement at DC jail facilities and federal prisons holding DC-sentenced residents. The 5-member board (3 appointed by Mayor, 2 by Council) has broad access to resident files, grievances, incident reports, use-of-force reports, and medical records, and may conduct unmonitored inmate interviews. The CIC has no discipline authority and no subpoena power; it monitors and reports but refers findings. The 2022 Corrections Oversight Improvement Omnibus Amendment Act (D.C.
