Summary
The Kentucky State Corrections Commission (KRS 196.701–196.703) is a 23-member body chaired by the Secretary of the Justice and Public Safety Cabinet. Its primary functions are awarding community corrections grants, developing a statewide corrections strategic plan, overseeing the Prison Industry Enhancement Certification Program, and nominating Parole Board members. Under KRS 196.703, the commission or its members may visit and inspect any state penal institution and advise the DOC Commissioner on its condition, discipline, and management. Membership includes circuit court judges, county judge executives, county jailers, Commonwealth's Attorneys, public advocates, victims' representatives, and business members. It has no independent investigative, disciplinary, or evidence-access authority over corrections staff misconduct.
