Summary

Reorganized effective March 26, 2025 under RSMo §84.020, the St. Louis Board consists of four citizen commissioners appointed by the governor plus the mayor, and one nonvoting commissioner. The board formulates and approves police operational policies, appoints and removes the chief of police, and hears disciplinary appeals from police department decisions. Citizen commissioners must be St. Louis residents for at least two years. The board's statutory authority is civilian in composition without sworn-officer membership requirements.
