Who watches the police?

New Jersey's LE and corrections oversight spans four principal bodies. The Police Training Commission (N.J.S.A. 52:17B-66 et seq.) holds binding statewide decertification authority over all sworn officers under P.L. 2022, c.65. OPIA (created by AG Directive 2019-8, 2018; empowered for UOF by Directive 2019-4) independently investigates all fatal police encounters and presents findings to a State grand jury, with full prosecutorial authority. OLEPS (N.J.S.A. 52:17B-222 et seq.) provides ongoing compliance oversight of the State Police under a consent-decree successor framework. The Office of Corrections Ombudsperson (N.J.S.A. 52:27EE-26 et seq.; P.L. 2019, c.288 as expanded by the 2020 Dignity Act) is an independent prison watchdog with subpoena and unannounced-inspection authority. No statewide statutory civilian review board exists; a 2023 five-city pilot bill stalled.
