Summary
The New York State Commission of Correction, established by Correction Law Article 3 and constitutionally authorized, oversees all state prisons, county jails, police lockups, and OCFS secure centers. Three commissioners are appointed by the Governor with Senate confirmation for staggered six-year terms and may be removed only for cause. The Commission may issue subpoenas, compel testimony under oath, inspect any facility and its records at will, promulgate binding minimum standards, and order facilities closed or modified for dangerous or inhumane conditions — making its discipline authority binding. It also houses the Citizen's Policy and Complaint Review Council (seven Governor-appointed members) which oversees the inmate grievance process. Annual reports are published.
