CLEAR Commission
Summary
The CLEAR Commission was established by Executive Order 2023-21 within the Office of the State Inspector General. It reviews completed internal investigations by the Pennsylvania State Police, Capitol Police, and DOC law enforcement sub-units involving use-of-force incidents, officer-involved shootings, and bias-based policing allegations. The 11 voting members are appointed by the Governor and serve at his pleasure (no for-cause removal protection). The commission may receive written summaries and supporting documents from agencies but lacks subpoena power and cannot initiate independent investigations. Its recommendations are advisory. Annual reports are published on the OSIG website.
