Summary

Independent executive-branch OIG, attached to the Governor's office for administrative purposes, with operational autonomy. Conducts audits, investigations, and evaluations of all executive-branch agencies — including the Negociado de la Policía de Puerto Rico and the Department of Corrections and Rehabilitation — for fraud, waste, and abuse. Excluded entities are explicitly enumerated in the statute; PRPB and DCR are not among the exclusions. Findings are advisory; the OIG refers criminal matters to the PFEI or DOJ. Does not independently investigate UOF incidents.
