Summary
The Law Enforcement Training Council is an eleven-member body (six ex officio state agency heads and five law enforcement officials appointed by the Governor at will) that sets minimum standards for all certified officers in South Carolina. Under §23-23-150 it receives misconduct reports from agencies and may permanently revoke or suspend certification — a binding outcome that bars employment as a law enforcement officer. Its Compliance Division inspects agencies at least once every three years (§23-23-160). Use of force and officer misconduct investigations are conducted by SLED or agency internal affairs and submitted to LETC for adjudication via contested case hearings. LETC has full access to employment and investigation records. No civilian membership is required; the council is composed entirely of law enforcement and public safety executives.
