Summary
Established under RCW 43.101, the CJTC sets minimum training and certification standards for all Washington law-enforcement officers and corrections officers. Substantially expanded by SB 5051 (2021), the Commission gained authority to decertify officers for serious misconduct including dishonesty, sexual misconduct, or excessive force. Decertification is binding and prevents the officer from serving in any Washington law-enforcement role. The Commission is chaired by a civilian appointee; membership includes both LE representatives and civilian/community members. The CJTC does not independently investigate use-of-force incidents but can act on referrals and final findings from other investigations.
