Initial response within 1 month (30 calendar days). Extendable by up to 2 months (60 days) for voluminous documents, required redactions, National Archives consultation, or third-party input. The body must notify the applicant with reasons before the initial deadline expires. Total maximum: 90 days.

No residency or citizenship requirement. Access is granted to 'any natural or legal person' regardless of nationality. No personal interest need be asserted.

Fees

No application fee. Copy and mailing fees may be charged but cannot exceed actual costs. Documents are free when no physical reproduction is needed.

  • Legal Confidentiality
    Secrets or confidentiality obligations protected by law.
  • Regulatory Oversight
    Control, inspection, and regulatory oversight functions.
  • Commercial and Industrial Information
    Confidentiality of commercial and industrial information.
  • Economic and Financial Policy
    Government's ability to conduct economic, financial, fiscal, and commercial policy.
  • Government Deliberations
    Confidentiality of government deliberations.

Ten main exemption categories, all mandatory. Documents containing personal data or value judgments about individuals may only be communicated to the subject, unless personal data can be redacted.

Two-tier system: optional internal review via the independent CAD commission, then binding judicial review by the Administrative Tribunal. Representation by a barrister is mandatory before the tribunal.
