    Information affecting national security with well-grounded reasons (harm test vague)
  • Personal information
    Personal information unless otherwise provided by law
  • Business secrets
    Trade secrets and confidential commercial information

Most exemptions lack explicit harm tests. NO public interest override exists - major weakness.
