Morocco's Organic Law 113-14 on Communes (2015) implements the 2011 Constitution's decentralisation framework. Art. 44 requires conseil communal (commune council) sessions to be public; closed sessions require reasoned decision for specific categories. Parallel organic laws govern prefectures/provinces (Law 112-14) and regions (Law 111-14). The Ministry of Interior and the Cour des comptes exercise oversight. Morocco has a 2018 Right to Information Law covering meeting records.
