Poland's 1990 Act on Municipal Self-Government establishes the open meetings principle in Art. 11b: gmina council sessions are public, and citizens have the right to attend, to receive agendas and minutes, and to access voting records. Parallel acts cover powiats (Ustawa o samorządzie powiatowym, 1998) and voivodeships (Ustawa o samorządzie województwa, 1998). Notice, order of business, and closed session procedures are set in each unit's statut. Supervision is exercised by the voivode (wojewoda) and the Regional Accounting Chamber.
