Serbia's Law on Local Self-Government (Zakon o lokalnoj samoupravi, Sl. glasnik RS 129/2007) governs 145 opštine and 29 gradovi plus the City of Belgrade. Art. 42 establishes that skupština opštine (municipal assembly) sessions are public; closed sessions require a reasoned decision by the assembly. Notice of the session, agenda, and materials are published on the local authority website. The Commissioner for Information of Public Importance (Poverenik) enforces transparency obligations.
