Tunisia's Code of Local Authorities (Loi organique 2018-29) implements the 2014 Constitution's Chapter VII on Local Government. Arts. 215–225 require conseil municipal sessions to be public; citizens and media may attend. Decisions taken in illegally closed sessions are voidable. The Code also provides robust right-to-information provisions building on the 2016 Organic Law 2016-22 on Access to Information. Tunisia had the most progressive open-meetings framework in the region post-2014; the 2021 constitutional changes have introduced some uncertainty about implementation continuity.
