Summary
The Raonador del Ciutadà is Andorra's statutory ombudsman, established in 1998 and most recently reformed by Llei 16/2024. Elected by a two-thirds parliamentary majority for a non-renewable six-year term, it is independent of the executive. It receives and investigates citizen complaints against all public authorities including the Police Corps (Cos de Policia) and the prison administration, and can issue recommendations, warnings, and annual reports to parliament, but cannot annul administrative acts, impose discipline, or compel testimony. It is the only external, civilian oversight body for law enforcement and corrections in Andorra. The 2013 UN Committee Against Torture noted the absence of a dedicated independent police-monitoring mechanism, a structural gap this body only partially fills given its advisory-only, referral-focused mandate.
