The UAE National Human Rights Institution was established by Federal Law No. 12 of 2021 as an independent body headquartered in Abu Dhabi. Its board has at least 11 members appointed by the President, with government-agency representatives attending without voting rights; the statute mandates civil society, academic, and professional expertise with appropriate representation of women (civilian-required composition). The NHRI may conduct field visits to correctional institutions, detention centres, and other facilities, and receives and refers complaints to competent authorities.
