Summary
The CTRG is an independent and impartial oversight and advisory body established by the Basic Law of 12 January 2005 to supervise all Belgian prisons and safeguard the rights and human dignity of detainees. It receives an annual appropriation from the Chamber of Representatives and is fully autonomous from the Minister of Justice. It oversees 37 local monitoring commissions, one per penitentiary establishment. Members are civilian experts (lawyers, criminologists, etc.) appointed by the Chamber. The CTRG issues advisory opinions to Parliament, the Minister of Justice, and the minister responsible for prison healthcare. It also serves as Belgium's National Preventive Mechanism (NPM) against torture.
