Summary
Comité P is Belgium's principal external police oversight body, accountable to the Chamber of Representatives. Created in 1991 and operational since 1993, it comprises five members (including a mandatory magistrate-president) appointed by the Chamber for renewable 6-year terms. It investigates police activities, methods, and complaints independently but cannot impose sanctions or discipline; it reports findings to Parliament and the competent minister. Its Investigation Department conducts independent inquiries, including into use-of-force incidents. Statute grants access to all police records. There is no civilian-majority requirement in the statute — all members may have legal/law-enforcement backgrounds.
