Ouvidoria Nacional de Segurança Pública

Summary
Established by Lei 13.675/2018 (SUSP), the ONSP operates within the Ministry of Justice and Public Security. It receives representations, complaints, and suggestions from any person about the conduct of SUSP professionals, and forwards them to the competent organ for action. The Ouvidoria Nacional chairs the National Forum of SUSP Ombudsmen (Fórum Nacional dos Ouvidores do Susp), which aggregates federal and state security ombudsmen designated by their respective department heads. It has no independent investigative authority, no subpoena power, and no binding discipline function; evidence access depends on what the receiving agency voluntarily shares.

All professionals and members of the Sistema Único de Segurança Pública (SUSP): Federal Police, Federal Highway Police, Federal Penitentiary Department, Civil Police, Military Police, Military Fire Brigades, Municipal Guards, and associated entities (Lei 13.675/2018 art. 34).
