Ombudsman

Ministério Público (Federal e Estadual) — Controle Externo da Atividade Policial

MP / MPF

70/100

Summary

The Ministério Público holds constitutional external control of all police activity (CF art. 129 VII). At the federal level, LC 75/1993 art. 9 grants the MPF power to requisition documents, testimony, and investigative acts from police, with mandatory compliance. State MPs have equivalent powers under Lei 8.625/1993. The MP co-investigates officer-involved deaths alongside state police civil-police units; prosecutors can direct investigative acts but formal discipline runs through administrative and judicial channels, making the function advisory in effect. Composed entirely of career prosecutors (concurso público); no statutory civilian requirement.
