Summary
The CNDH (Conseil National des Droits de l'Homme) was established by Loi n°2018-900 of 30 November 2018 as an Independent Administrative Authority replacing the former CNDHCI. Its 12 members are drawn from civil society, academia, the bar, religious authorities, and unions — all designated by decree of the Council of Ministers following procedures set by statute. The CNDH receives and investigates complaints against security forces, conducts non-judicial inquiries, and monitors places of deprivation of liberty including prisons and police custody. It holds GANHRI 'A' status (Paris Principles compliant). It may recommend but cannot impose discipline; it refers findings to relevant authorities and lacks statutory subpoena power.

Jurisdiction scope
