GIBS
Summary
The Generální inspekce bezpečnostních sborů (General Inspection of Security Forces, GIBS) was established by Act No. 341/2011 Coll. and became operational on 1 January 2012. It is an independent armed security force and criminal investigation body tasked with detecting, documenting, and investigating criminal offences committed by members of the Czech Police, Prison Service, Customs Administration, and GIBS itself. The director is appointed and dismissed by the Prime Minister on a government proposal following consultation with the parliamentary security committee, and is responsible directly to the Prime Minister. GIBS has a separate chapter in the state budget (legislative line item). As a criminal investigative agency operating under the Code of Criminal Procedure, GIBS has full authority to access files, records, and evidence of the agencies it oversees; it can compel testimony and carry out operational measures including covert 'integrity tests.' GIBS does not impose administrative discipline directly — upon completing an investigation, it refers cases to the public prosecutor. Parliamentary oversight is exercised by the Stálá komise pro kontrolu činnosti Generální inspekce bezpečnostních sborů (Standing Commission for Control of GIBS Activities) within the Chamber of Deputies.
