Summary

Established by PolBeauftrG (March 2024) as a parliamentary ombudsman elected by the Bundestag for a 5-year term (one reelection permitted). Covers Bundespolizei, BKA, and Bundestag Police. The Commissioner may enter all facilities without prior notice, demand files and data (§4 Abs. 5), and require employees to give complete truthful statements (§4 Abs. 3). Investigations of individual misconduct and structural deficiencies proceed independently of criminal and disciplinary proceedings (§6 Abs. 2), but the Commissioner cannot impose discipline — findings are referred to competent authorities (§6 Abs. 4). Annual report to Bundestag required by 30 June each year (§19). Budget is a separate Bundestag chapter. Uli Grötsch (SPD) is the inaugural Commissioner, elected March 2024.
