Summary
Valtiontalouden tarkastusvirasto (VTV, National Audit Office of Finland) is an independent authority in affiliation with the Eduskunta (Parliament) under Section 90 of the Constitution of Finland and Laki valtiontalouden tarkastusvirastosta (676/2000). The Auditor General (pääjohtaja) is elected by the Eduskunta for a six-year term and may be removed only for cause. VTV conducts financial, performance, and compliance audits of all state finances, ministries, agencies, and bodies receiving state grants; it also supervises fiscal policy compliance under the Fiscal Policy Act, and monitors party and election financing. Under the statute, VTV has a statutory right of access to all relevant information, documents, and accounts held by audited entities. Reports are submitted to the Eduskunta and published without prior government review. The budget is a legislative line item appropriated by the Eduskunta.
