Summary

The Commissioner for Ethical Standards in Public Life in Scotland is appointed by the Scottish Parliamentary Corporate Body (SPCB) for a renewable 5-year term and can be removed only for cause on address of the Scottish Parliament. The CES investigates complaints about the conduct of MSPs, councillors, and members of devolved public bodies. The Commissioner has statutory powers to require information and to examine witnesses. Final investigation reports are published and, for MSPs, forwarded to the Standards, Procedures and Public Appointments Committee of the Scottish Parliament. The budget is set by the SPCB.
