Summary
The Police Complaints Commission (Povjerenstvo za rad po pritužbama) is a nine-member civilian body established under Article 5.c of the Police Act (NN 34/11). Members are nominated by civil society organisations and professional associations in response to a public call, then appointed by the Croatian Parliament (Sabor) on the proposal of the Committee for Human Rights and Rights of National Minorities. Members must not be party members and must be persons of professional and personal reputation. The Commission reviews citizen complaints about police conduct referred by the Ministry of Interior, may request files from the Ministry, and issues recommendations on discipline. It has no subpoena power and cannot compel testimony; its discipline recommendations are advisory. It reports annually to the Sabor.
