Summary
The Council for Civilian Oversight of Security and Intelligence Agencies (Vijeće za građanski nadzor sigurnosno-obavještajnih agencija) was established under Articles 110–111 of the Security-Intelligence System Act (NN 79/06). It consists of a chairperson and six members (at least one lawyer, one political scientist, one electrical engineer) appointed by the Croatian Parliament for four-year terms. The Council monitors the legality of SOA and VSOA operations, oversees covert surveillance authorisations, and reports to the Sabor's Committee for Internal Affairs and National Security. It reviews complaints of alleged unlawful procedures by the agencies. It has no binding discipline authority and no independent investigation of use-of-force incidents; it refers findings to the Parliament committee.
