Summary

The Pučki pravobranitelj (People's Ombudsman) is the parliamentary commissioner of Croatia responsible for promoting and protecting human rights and fundamental freedoms, established under Article 93 of the Croatian Constitution and governed by the Ombudsman Act (NN 76/12). The Ombudsman is elected by the Croatian Parliament (Sabor) for an eight-year term with the possibility of re-election, and operates with full autonomy and independence. The office investigates complaints about unlawful or improper conduct by state and public bodies, handles anti-discrimination cases against any public or private person, serves as the National Preventive Mechanism against torture (NPM) under OPCAT, and can intervene as an amicus curiae in discrimination court proceedings. The Ombudsman maintains a central office in Zagreb and four regional offices. Annual reports are submitted to the Sabor and published.
