Summary
The National Police Commission (경찰위원회) is established under the Act on the Organization and Operation of National Police and Autonomous Police (Act No. 17689, December 22, 2020). It consists of seven members — one chairperson and six commissioners — with civilians constituting a required majority; active or recently retired police officers are statutorily barred from membership. Four members are recommended by the ruling and opposition parties through the National Assembly, and three are nominated by the Prime Minister and confirmed by the President, with all serving three-year renewable terms. The Commission deliberates on national police policy, major regulations, budget, and appointments of senior officers, and may recommend disciplinary action against police officials — but formal discipline is advisory; the Commissioner General retains implementation authority. The Commission does not independently investigate use-of-force incidents; complaints are referred to police internal affairs or the ACRC. Evidence access is restricted to materials provided administratively by the National Police Agency.
