Summary

The Central Inspection Board (Hay'at al-Taftish al-Markaziyya) of Lebanon was established under Law-Decree No. 115 of 30 June 1959 as the administrative inspection body of the Lebanese civil service. The Board's President is appointed by Council of Ministers decree. The Board conducts administrative inspections of ministries and public institutions, investigates complaints about maladministration and misconduct by civil servants, and may impose disciplinary sanctions. It operates under the supervision of the Prime Minister's office and reports administratively to the presidency of the Council of Ministers. Unlike the Court of Audit (which handles financial audit), the CIB focuses on administrative integrity and civil service discipline. Its operational effectiveness has been constrained by Lebanon's broader public sector governance challenges.
