Summary

The Verein für Menschenrechte in Liechtenstein (VMR — Human Rights Association) is Liechtenstein's National Human Rights Institution, established by the VMRG (LGBl. 2016 Nr. 504) and accredited at A-status (Paris Principles) in 2017. It operates as an independent civil-society association funded by an annual state base grant of CHF 350,000, governed by a board drawn from member NGOs (fully civilian composition by statute). The VMR serves as an ombudsman for complaints against all public authorities including the Landespolizei and prison service; it may investigate, recommend measures, and publish findings, but has no power to impose discipline, compel testimony, or require full documentary access. It also acts as the independent monitoring body under CRPD Art. 33(2). The 2017 UN Human Rights Committee called for a dedicated independent investigative mechanism for allegations of police ill-treatment — a gap the VMR only partially fills given its advisory-only mandate.
