Summary
SPIA (Serviciul Protecție Internă și Anticorupție) is the internal affairs and anti-corruption subdivision of Moldova's Ministry of Internal Affairs, established by Government Decision 361/2009. It investigates corruption and misconduct by police officers and other MAI personnel using special investigative methods authorized under Law 59/2012. SPIA works jointly with the CNA and Anticorruption Prosecutor's Office on police corruption cases. Its chief is appointed by the Minister of Interior and serves at executive discretion. SPIA can initiate disciplinary proceedings and refer criminal cases to prosecutors, but formal disciplinary decisions rest with the agency hierarchy. It is not a civilian body — all staff are MAI employees.
