Summary
The Lagos State Public Procurement Agency (LSPPA) is established by the Lagos State Public Procurement Law No. 4 of 2011. LSPPA sets and enforces procurement standards, approves procurement plans, monitors compliance, and maintains a vendor database for all Lagos State MDAs. Its anti-corruption mandate stems from its role in certifying procurement due process, detecting bid rigging and collusion, and publishing contract awards. LSPPA is the most active state-level procurement oversight body in Nigeria by volume (Lagos generates approximately 30% of Nigeria's non-oil GDP). The Director-General is appointed by the Governor.
