Summary
The Procuraduría para la Defensa de los Derechos Humanos (PDDH) of Nicaragua is constitutionally established under Articles 138(18) and 167-170 of the Constitución Política and governed by Ley No. 212 of 5 November 1996. The Procurador is elected by the National Assembly by an absolute majority for a five-year term. The Office investigates complaints of human rights violations and abuses of power by public authorities, issuing non-binding recommendations. Annual reports are submitted to the National Assembly. Nicaragua's post-2018 political context has severely constrained the PDDH's operational independence; the statutory design is coded as enacted.
