Summary
NAPOLCOM is the constitutional civilian oversight body for the PNP, composed of a Chairperson (the DILG Secretary, ex officio), four regular Commissioners (three of whom must be civilians), and the PNP Chief (ex officio). It has the power to summarily dismiss erring police officers, conduct pre-charge investigations, and review disciplinary decisions. Commissioners are appointed by the President for 6-year terms and removable only for cause. NAPOLCOM is attached to DILG, creating structural independence concerns, and its budget flows through the DILG appropriation.
