Summary

The PLEB is the primary citizen-complaint body for police misconduct at the city/municipal level, established under RA 6975 §43 as amended by RA 8551. Each PLEB has five members: one representative from the Association of Barangay Captains, three community members (including one woman and one lawyer or college graduate), and one representative of the sangguniang panlungsod/bayan. Members are nominated locally and confirmed by the sangguniang panlungsod/bayan. The PLEB may investigate, adjudicate, and impose penalties including dismissal. It has subpoena and document-production powers. In practice many PLEBs have been inactive or under-resourced.

Jurisdiction scope

All uniformed members of the PNP assigned within the city or municipality where the PLEB is established; one PLEB per every 500 city/municipal police personnel and per legislative district.
