PNP-IAS
Summary
The IAS was created by RA 8551 §39 as an 'independent, impartial and objective investigative and adjudicatory agency within the PNP.' The Inspector General is a civilian appointed by the President; all other IAS personnel are PNP members. The IAS has motu proprio authority to investigate incidents involving death, serious injury, or human rights violations in police operations. It has full access to PNP records, and its disciplinary recommendations — once final — cannot be reversed without just cause. However, because it sits organizationally inside the PNP and reports to the PNP Chief, critics argue it is not truly independent; proposals to detach it remain pending in Congress.
