Summary
The Office of the Public Auditor (OPA) of Palau is constitutionally established under Article VIII of the Constitution of the Republic of Palau (1981) and the Office of the Public Auditor Act (10 PNC Ch. 6). The Public Auditor is appointed by the President with Senate confirmation for a 4-year term and may be removed only for cause. The OPA audits all national and state government accounts and reports to Parliament. The OPA has subpoena and compel-testimony authority under the organic act. Palau is a Compact of Free Association state with the United States; the OPA works alongside US federal oversight bodies on Compact funds.
