ACTA
Summary
The Administrative Control and Transparency Authority (ACTA) was established by Emiri Decree No. 75 of 2017 to replace and expand the former Administrative Control Authority (ACA, established 2011). ACTA investigates administrative and financial corruption, manages the public official asset declaration system, and advises the Council of Ministers on anti-corruption policy and transparency frameworks. Its President is appointed by Emiri Decree and reports directly to the Emir. ACTA has broad powers to investigate, compel testimony, and access records from all government entities. Criminal matters are referred to the Public Prosecution. Qatar ratified the UNCAC in 2007 and ACTA serves as the national coordination body. ACTA publishes periodic reports and coordinates with international anti-corruption bodies.
