Summary
The Счётная палата (Accounts Chamber of the Russian Federation) is established under Art. 101(5) of the Russian Constitution and Federal Law 41-FZ of 5 April 2013 (which replaced the 1995 law). The Chairman is appointed by the State Duma on the proposal of the President for a 6-year term. De facto independence is significantly constrained by the dominance of the executive over parliamentary processes. INTOSAI member.
