Summary
The Investigative Committee of Russia (SKR / СКР), established by Federal Law 403-FZ (2010), is separated from the Prokuratura and holds exclusive investigative jurisdiction over criminal acts committed by law-enforcement and corrections officials, including police (MVD), prison service (FSIN), and prosecutors. It can initiate criminal prosecutions independently, compelling discipline in the form of criminal conviction and removal from office. However it is not a civilian body and is subordinate to the President; de facto independence from political direction is negligible.

Jurisdiction scope
Exclusive jurisdiction to investigate criminal offences committed by employees of police, Federal Penitentiary Service (FSIN), prosecutors, judges, and other law-enforcement and corrections personnel; investigates use-of-force incidents resulting in criminal liability.
